Is there a to make ringtones from MP3/WAV files and put them on your phone via MiniSD?

I don't have a data plan for my phone and don't want to deal with charges of sending a custom ringtone that way. My phone has a miniSD card slot. Is there a desktop or web application I can use to make a ringtone, save it to the miniSD card, and then put it on my phone?

I have a Casio Exilim; Verizon.
