Is there a time limit on dealers to consider repairs on CPO car?

We recently bought a Toyota certified Sienna. And after a month we found that we need to replace the brake pads. Now the dealer says it is too late to consider repairs. Is there a time limit for dealers to consider wear and tear repairs after purchase on certified vehicles.
