Is there a "slip cover" for bicycles?

My apartment building just announced that if they see any more marks on the stairway walls from bike tires they'll banish our bikes outside. Outside there are no places to store the bikes except chaining them to signs and there is ZERO security and every chance for someone to steal my bike.

Is there some kind of zip up cover which I can use to cover up the tires on my bike to prevent them from marking the walls? Does anyone sell such a thing?
 
Wheel covers are made but the wheels and tires need to come off of the bike. How about this, Be VERY careful to NOT hit the walls when you take your bike up the stairs. ....
Unfortunately you care enough to not hit the walls apparently and someone else in your building does not care as much as you and that will be the one person that screws it up for everyone else, including you.
Why not MOVE?
