we have some young men wondering about and putting up a tent and sleeping in the gardens

I think it was called care in the community
As a so called civilized country it is quite an inditement that people are "wandering" the streets

hi gf.. are they in your garden? if they are, do THEM and you a favour, call the police.. they (hopefully? ..) will get a warm cell amd a decent feed, (at least for tonight) and you will not feel nervous in your bed trying to sleep.. I'm sorry for them and all that, but you put yourself and your safety first? xxx

if they are staying in gardens which dont belong to them without the owners consent then you should ring the police or your local council.
if they are unintentionally homeless ( its not their fault- kicked out of their home) then the council can find them some accomodation
if they are intentionally homeless( left with their own free will) then the council isnt obliged to help them which is probably why they are sleeping in gardens.
dont try speaking to them before approaching the police or the council because they could be upset and might become abusive towards you.

what are they wondering about i wonder....? maybe how they are going to keep warm tonight

I don't think there is, but they are not allowed to stay in certain places and will be moved on. I feel more could be done to help the homeless.

Law? what, do you mean, are they breaking the law, or is it against the law for them to be made homeless?

Homeless people are subject to the same laws that all of us are. If they are on private land it is tresspassing and illegal. The police will only move them on if you call them.

There are various pieces of legislation aimed at preventing homelessness such as the Homelessness Act 2002.
