Is there a law in the State of GA that damaged items must be paid for?

If you work in a retail store and a customer takes in clothes into the fitting room and brings it back out clearly damaged do we have the right to tell them to pay for the damaged items? The proof was captured on camera... clearly you can see the clothes were in original condition before they were taken inside the fitting room. When she came back out she was asked to pay for the damages caused and she refused. We called the police and the officer claimed that if the customer did not cause the damages in front of our sight nothing could be done. Our store manager told the officer we will show you the proof that was captured on camera and he said there was no need and let the customer go and left himself.
 
Depends on intent, was it malicous or accidental.. If accidental, no the customer has no legal responsiblities to replace or pay for damages. That's covered by the store. If intentional, yes the customer is liable.... Sounds as though there is no proof of malicous intent, therefor the customer is not liable.
