Is there a law for keeping certain temperature in the apartment?

The rent includes heating, but not electricity. Right now it's 36F outside in Albany NY. And yes, freezing inside. Where I can find a hot line to address this problem or website. Apparently landlord is not turning on the heating until Nov 1.
