Is there a law against staring at people in their backyard?

My next door neighbor's kids will stare at me whenever I am in my backyard. No matter what I do, they always stare. Its quite annoying. I can be swimming and their beedy little eyes will be watching me. As soon as I come out in the backyard they usually rush to the fence to watch me.

Is there a law against this?
 
It's kinda creepy, but there is no law that I am aware of.

They're on their own property,and they're not threatening you.
