Is there a cellphone plan where you pay only the minutes you use?

What I mean is that you don't pay per month and you can call how much you want, but you pay only for the amount of minutes you call. For example, if you don't call anyone for a month, you don't pay for that month... or if you make only one call, you will pay for only that call.
 
I use Virgin Mobile... I only pay when I use the phone, no other fees....Verizon used to charge a dollar a day whether you used the phone or not, not sure if they still do that.... you have to watch for some rules though, some if you dont use the phone for so many days they go inactive....
