Is there a cell phone provider, or a pre-paid sim I can get to make international calls?

I have AT&T at the moment and it's quite expensive to be making international calls. Is there any pre-paid phones where you put like.. 200 minutes and use that to make international calls? Of course this would be the only thing I'd be using it for... Or even a cell phone provider like Metro PCS? I just need something where I can throw minutes on to use to call over seas.
