Is the SAT and ACT that important in college admissions compared to GPA.?

I'm so bad at the SAT and ACT! I'm school smart and have an average gpa of 3.8 about for my 1st 3 years of highschool. I'm taking AP calc, physics Honors, and spanish 3 Honors next year as well as the basic clases. My SAT is at a 1510 (horrible) and my ACT is at a 23 (probably horrible). I'm somewhat involved in the school and atleast will be more so next year. What are my chances for getting in to a good school such as Cal Poly (SLO)?
 
if you go to the collegeboard.com (where you go to get your SAT scores) there is an area where you can look up colleges, type is all your info (GPA, SATs, etc.) and it will tell you how you compare to people who have gotten in in the past.
