Is the palm pixi plus a good smart phone?

I was thinking of getting this phone recently and was wondering if any of you have this phone, its bein sold in the UK for £110 ($172) .. Are there any other smart phones that have a similar value for money? wifi, 3G, gprs, a relativly fast web broswer for around a similer price? im not a fan of blackberrys or iphones so im looking for a good phone with these features .. for a similar price
