Is the legal system and the voice of the people the final and ultimate answer on

whether justice is served? Since there is no God or gods and justice is served with the idea that there is no God or gods, then why do people complain if they feel justice hasn't been served? How can you complain about not getting justice when the people who say what is justice and what isn't are the people themselves.
Even in cases of murder. You can only appeal so many times. Then after that you are forced to accept the terms that the legal system sets, like it or not. There are civil suits, but is justice really served with monetary means.
