Is the Iraq war being prolonged because of this election?

I really think that no matter who wins the election, a "gradual withdrawal" is going to be the policy..

Obama seems lucky with his timing, and Mccain can't back down from his previous position..

I'm wondering if Bush would continue this policy if the presidential election was 4 years away.. Seems we should start handing over power now...
