Is the Honda CBR125R any good?

I am 17 and looking for a first bike. Sat on one of these Honda's today and it was the perfect size for me. Can they be ridden in the winter? What is it's top speed? Could you recommend any better bikes for me (maximum 125cc)?
 
If you mean by "winter" riding that you are driving on roads with a lot of snow and such, then no.
This is not a bike to be ridden in the winter, then you'd be better off with an endurobike.
