Is the fuse on a Digital Lifestyles (Corion) LCD TV coated with a black plastic?

I tried to test the fuse of my TV and found out it was covered by a soft black plastic thing so I had to use a multimeter to find out it had blown... Is this normal? Why would it be covered?
