Is the fuel pump on a Toyota 22 r-e pickup supposed to only run when the starter is

cranking? I have changed the fuel pump and checked that there is fire going into injectors. I have also changed plugs, wires and fuses and it will run when gas is poured into carbuerator but truck still won't start. Any ideas?
 
No....

The fuel pump runs all the time. It's what transfers fuel to your engine. So if it's off, no fuel is going anywhere.
