Is the battery in my car dead?

Last night it was really cold, I'm going to say around -2 celcius. My car wouldn't start. From previous experiences it just stammers with the dashboard lights properly illuminating, and then it works, but today it just didn't want to try. The lights on the dashboard flickered like it couldn't cope.

Also, do the lights inside the car run from a different source?
The engine doesn't crank ("rrr-rrr-rrr")
 
No, the battery supplies the power to the inside lights also. If they go completely out when you try to start the car, your positive cable that runs from the battery to the starter is disconnected or very loose. If they flicker but mostly stay on, you have a drained battery and need a jump.
