Is the a cheat to only get certain types of weapons every time?

I was playing battle mode last night and there was a person who would get stars, mega mushrooms, and blue shells constantly one after another. You couldn't do anything to them as they were always invincible and they would always blow up who ever on your team had the most points with the blue shells. There is obviously a cheat, so how did they do it?
