The Bible implies that it is!

Rom 1:29 Being filled with all unrighteousness, fornication, wickedness, covetousness, maliciousness; full of envy, murder, debate, deceit, malignity; whisperers,

Debate - Our word debate does not commonly imply evil. It denotes commonly discussion for elucidating truth; or for maintaining a proposition, as the debates in Parliament, etc. But the word in the original meant also contention, strife, altercation, connected with anger and heated zeal; Rom_13:13; 1Co_1:11; 1Co_3:3; 2Co_12:20; Gal_5:20; Phi_1:15; 1Ti_6:4; Tit_3:9. This contention and strife would, of course, follow from malice and covetousness, etc.
 
Debate is neither good or evil it is debate, that and nothing more.

Intelligent people can do it with civility and respect and the less intelligent have more trouble doing that. Also the over zealous cannot debate intelligently very often.
