Is SMART grant exactly $4000 or just a portion of it based on your financial need?

I have just received the financial package from the University. I realized that my Federal SMART grant is only $3,734. Is that because my receiving financial aids (other grants and scholarships) have already met with the Cost of Attendance so that they reduce my SMART grant? Looking for the answer! Thanks
