Is shooting out a window posing a danger to people outside - yes or no?

It seems to me that the family are looking to blame police - yet it was their son firing randomly out of a window, wasn't it?
 
I sympathise with anyone who loses a son or daughter but...

I'd say that represented a threat to other people.
