Is running on a treadmill just as effective as running outdoors?

Im training for an 8 mile race and its too crappy outside, I have to use a treadmill but im not sure its the same thing because of lack of wind resistance and other factors. Any input anyone?
Right now Im at a speed of about 37 minutes for 6 km. Should I start going for 8 mile runs, or build up speed for shorter distances, gradually moving up to 8 miles. The race is at the end of May.
