Is Robinia Pseudoacacia able to be removed from Leichhardt area garden now?

A large Robinia tree is too close to a building and non-native to this area. I want to hear if there is a case to remove the tree as a non-native tree nowadays. Sydney City Council includes R Pseudoacacia on the exempt species list, so that one can remove the tree without seeking permission from Council first.
