Basically, this law would mandate that people use their real names and act (post, questions, answers, blogs) in a "civil" manner on the Internet. It also has a provision that states that a person will only have access to government approved news sites, or news sites that deal only with "content which is of local interest."
It is thought that this will promote "meaningful, informed, and civil discourse among a divergent pupulation."
