No, Obama is not the CEO of anything nor is he in the car business. Obama did the same thing as Reagan did back in the day. Reagan also loan them money.

You're confusing CEO with Chairman of the Board. The Chairman is more powerful, because he's the head of all the owners, the shareholders. The CEO is merely a manager who can be fired by the Chairman. Obama is more like the Chairman now. It doesn't mean he runs the day to day operations, but he does get to put pressure on the CEO to run the company the way he wants it run.
