thats not VGA, thats D-sub, its a connection only japanese TV's have.
its been around for sometime now i think, my first TV was a 34cm panasonic CRT someone gave me when i arrived in japan. it was a 90's TV with D-SUB.
my new LCD i purchased 2months ago also has D-SUB as well as 2 HDMI's

its just a different type of connector, its still caries component(YPrPb) video not VGA(RGBHV).
