I think that he is totally a badass. He doesnt give a crap about his APUSH homework, and he says what he wants when he wants to.

you were totally correct. neil f is a nickname for a very famous student going to the the NASA school located in brattleboro vermont. he just blew off all his classes (apush) and is 100% a badass.
