Is my garden soil too "hot"?

I have 2 raised beds in my garden. I bought Kellogg's Amend and Kelloggs garden soil. The ratio is 4 bags of amend to 1 bag of garden soil. I think it probably should have been the other way around. My native soil (below the beds) is rather poor, I got very poor results last year. Is this new soil too "hot", will it burn my bulbs and seedlings? If so, how can I fix it?
