is my fish dying?????????????????

my betta fish hasn't been eating so good lately and just floats but he floats to his side and he breathes really slow he doesn't move alot and his belly is silver like this is my first fish and i'm nervous he has been acting like this for a couple weeks he use to swim alot is he sick and if he is how can i help him?????
 
Let's start with the basics:
Betta fish need up to 5 gallon tanks
And fed 3 times a day.

I think you have overfed him and he is stressed out because of too frequent tank cleanings or maybe the tank is too small or he is lonley :(
 
he could have a swim bladder disease.
thats what one of my black moore goldfish did and after 2 days he died

this is caused by stress/ an unclean water environment
it is uncurable, so make sure u take good care of ur fish next time to keep em happy
