Is my dog being aggressive or friendly towards other dogs?

Ok i have a Bull Terrier and when i walk her on the lead and she sees another dog she growls,sounds like aggressive barks but she also wagging her tail really playfully so im not sure if shes being friendly or aggressive and im way to scared to try putting her face to face with another dog because if she bites she locks her jaw and could kill or bad hurt another dog.

Is my dog being friendly or aggressive towards other dogs? (How can you tell)

And the reason i wanna no this is because if she does start getting along with other dogs,I will get a 2nd dog and i want them to be mates!

If i do get a 2nd dog what breed should i get? Male or Female? Bigger or smaller than my 1st dog? will my dog ever like another dog?
