Is my corn snakes cage set up correctly?

I'm proud to own my first snake and second reptile. My first got very sick and died last week. I just bought a snake and I'm determined to give it the best care available. Currently I have a red heating bulb on top, and a heat pad underneath on the same side. (Note: its a 10 gal tank and he is a juvenile) On the heated side its 85 degrees. On the other side i have the water bowl. On this unheated side it is 75 degrees. I've read that this is in the ideal range, though the store i bought it from wants 86-88 in the basking zone. I also have a florescent light which I leave on during the day.
Is all of this correct? And suggestion on changes?

Further info: I have a small hide in the middle, aspen bedding, and a tree-like structure to climb on.
I'm considering putting in a cardboard toilet paper roll for an extra hide.
