Is military recruiting a scam?

As a prior service guy with a Degree I have had no luck finding a reliable recruiter. I am currently overseas and am trying to coordinate a Commissioning package with a recruiter stateside. However, when I call and tell them that I am prior service I get the cold shoulder. I am more than willing to do all the legwork and fill out all the proper forms, but to no avail nobody seems to give a $h!t. Go ahead and call a recruiter and see for yourself if you don’t get an answering machine ? Especially, the Coast Guard or the Air Force, they never answer the phone. I truly believe the only recruits the military wants is recent high school grads that are 18 years old from poor urban neighborhoods. Furthermore, the last thing a recruiter wants to see is an educated prior service seeking a commission.
 
Go to your nearest overseas post and see if the JAG office knows any recruiters over there, porbably not...sounds stupid but that is what I would do if I did not want to pay the airfare.
 
Info for the Army:

In recruitment prior are the lowest catagorey, for the most part last considered. If you are wanting to put in your packet for OCS that should (used to) put you into a different category as far as recruitment goes. It WAS a considered special missions(OCS, SF, WOFT) for OCS contracts, Recrutiers recieved extra points.

Not sure why you would have a problem.

You 100% right expect for the urban neighborhood and you forgot scoring over 50 on the ASVAB and not just 18 but 17-25. The more college you have the better. But yes recruiting is for intial enlistment, RETENTION is for the ones that want to stay in, you got out, you fall into the nobody is looking too hard for you category. If you had that attitude when I was Recruting my Station Commader 1SG would not want me to process you.

As a prior enlisted we would tell you to keep you mouth shut, take what you get, be there when you are told for and if you cause any prblems at MEPS you are walking home! Sound terrible but we had a mission and it wasn't prior service, we could only take few but there was plenty inline so we could be picky.

Being that you are dropping a packet for OCS that is different but unless you have an RE1 and pretty much the perfect candidtate the Recuter can't help you and won't waste his time or resources with you. He is busy and has to produce.

Be Patient get an attidue adjustment and realize you are not a priority no matter how special you feel.
 
I'm not 100% sure; but I don't think as a prior service commissioning candidate you count toward their end-of-month roll up. If you don't count, any time "wasted" on you could cost them a high school grad and mean low roller training on the weekends.
