Is jQuery to JavaScript something like Smarty to PHP?

I know both are libraries and use different symbols in a code than original languages. Is it somehow more or less the same (I know Smarty better, thats why I am asking).

Correction: somehow OR more or less
Smarty is written in PHP, jQ is written in JavaScript; all come from C
