Is it wrong for a 14 year old to date an 19 year old but not have sex?

I know the age difference is big but i really do like him and we have talked all summer but never madeout or anything.
He's my best friends brother tho.
But she is cool with it, she even likes my brother.
I know it would be ackward to date my best friends brother but i really want advive!
