Is it worth to buy a car that does not pass AirCare?

So this guy gave me a deal. He wants to sell a 1995 Crown Victoria with under 200k kilometers for only 300$. Everything works fine on it except that it doesn't pass aircare (an emmision control standard here in BC, Canada). You need to pass AirCare in order to register and insure the car, so I will definitely need to send the car for repairs. The thing is I would buy the car even if it cost 800-900$, so even if it cost me 500$ to repair, it would still be a descent deal. But I am wondering can it possibly take more than 500$ to repair the car to pass the aircare? Anyone maybe have an idea how much on average something like that would cost to repair?
