Is it worth it to hire this traffic lawyer?

I'm 23 and have a speeding ticket for 59 in a 45. My insurance is already very high ($1000 every 6 months) and I would to at least lessen the effect of this ticket on me.

I talked to a traffic lawyer today and he told that for $200 fee he could probably get it reduced to a 50 in a 45 (didn't say anything about getting it reduced to a non moving violation) and of course appear in court on my behalf instead of me going. He told me in this county, there is no possibility of being able to take the defensive driving course a 2nd time, even if you took it 40 years ago, so that's out.

Would it be a good idea to hire this guy? Also, would having it reduced make any difference to an insurance hike? Would less points = less increase, or is a ticket a ticket no matter what?
