Is it weird to brothers to flirt with their sisters?

I always feel so awkward around my brother who is a year younger than me. He always is hugging me and irritating me, which is sorta normal for brothers to do but then sometimes when i walk in the room he whistles at me and is really uncomfortable to be around. I tried telling my parents to tell him to lay off but it just keeps getting worse what should I do? By the way i'm only 15 and he is 14
