I would like to draw your kind attention to the meeting you had with Mr. Harry last April in which the most favorable option regarding our membership status with ATF *was discussed*.

It is correct as you have it. I think you're losing your way in all the verbiage. You're making reference to the meeting in which the most favourable optionn was discussed. "Being discussed" doesn't enter into it as this point.

It would be "was discussed" in most cases but your sentence is pretty wordy and it's a little unclear what you'll be saying next which might mean "was being discussed" would better.

"Was discussed" is fine. It is over and done with. However, if you went on to say that something else happened at that time, you could say "being discussed." e.g. "Our membership status was being discussed when the chairman suddenly left the table and jumped out of the window."

Either "was discussed" or even "was being discussed" would be correct. If the matter was fully settled at that meeting, use "was discussed." If not, "was being discussed" may be more appropriate.
