is it true that networks have to unlock your handset for free?

i read somewhere (i think three mobile) that if you take in a handset into the store they have to un,ock it for free. i'm asking this because i've seen a cheap viewty on vodafone but i want to be on three mobile. so if i take the handset into vodafone will they unlock it for free? does anyone have any experience with this? thanks for any help/input xx
 
If you have service with a particular service provider, then they will likely unlock it for you if you tell them you want to use it while you travel overseas. They would do this because you are a customer and they want to help you. If you do not have service with that particular provider, then they have no obligation nor incentive to unlock your phone for you regardless of how much you paid for the phone.
