what the US constitution or bill of right say about health care? Is it the responsability of the government to take care of citizens or it is the responsability of each citizen to take care of their health? I am refering here to issue of universal healthcare

simple answer, no.

complicated answer- yes. without universal healthcare to pay for preventative measures, emergency room costs go up, which costs the taxpayer even more money.

Congress has the power to create universal healthcare under the elastic clause which states "The Congress shall have Power - To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof."

The preamble to the Constitution states that one of the reasons we the people created the Constitution was to "...promote the general Welfare..."

Article I, Section 8, states, in part: "The Congress shall have Power To...provide for the...general Welfare of the United States..." and that Congress has the authority "...To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers..."

So, yes, Congress has the authority to enact universal health care.

All other advanced democracies, other than the United States, consider health care a collective responsibility.
