Definitely not! Not any more than if your parents threw shoes at you for not taking out the trash when they tell you to. Cats and dogs can act out if they feel neglected and bored. Have you tried petting her and playing with her often? If she's your only cat and she doesn't have anything interesting to do like be out in a back yard she might do things that seem natural for her to do to amuse herself but are annoying to you. They say that a cat's best toy is another cat, and it is true. I have 3 and they play together, and even then sometimes each of them asks for affection and acknowledgement. I think she's bored, so try a few minutes of play and petting a few times a day, and get her some toys. They don't have to be expensive. One of mine fetches (the chartreaux breed is especially known for that) and her favorite fetch toys are the twist-off rings from gallon milk jugs. Be patient and affectionate with her and you'll see a change.
