Well to be honest you can't really tell someone to not to use something that belongs to them. But if they have any manners they will keep texting and phone calls to only emergency situations. The question should actually be whether or not one should use their phone while dining with another person. Personally I feel the person sitting across from you is the priority under normal circumstances.z

When you are asked, the first thing you need to say is great, thank you, and please, do not bring your cell phone into the restaurant. If they refuse, don't go, everyone is so busy and so terribly important that they cannot live for one or more hours to eat a meal and be polite and sociable.

No it is rude of them to answer a phone or blackberry.Unless they are on call a DR. or something that someones life depends on.

One would assume that if you're asked out by someone to dine with them - then they Probably want to be with You for companionship / conversation. So -- I would say that it's Rude for That person to Use their blackberry or cellphone while dining out with you. Ask them to Please either be There with You or take you home so they can be with whomever else they feel more need to talk to.
