is it right for my mother to keep my birth certificate..?

She is doing it for your own good. She probably wants to wait until you are older so you will have a home and a safe place to keep it so it won't get stolen or ruined. Don't worry about it, it's not that big of a deal to mess up a relationship or to feel animosity toward her about.
 
I think that you should nicely ask for them back. I would think that at 18 you would be responsible enough to keep it yourself, especially if you go to apply for a job or something where you need them.
