Is it really possible to "recreate" dinosaurs like in the book 'Jurassic Park'?

My friend says it's possible to do it the way that they described in the book, by using frog's DNA to "fill in" the gaps in the Dino's DNA, but I still don't believe it. (But I think that if you did that, you'd just get a mutated frog!)
Also, if it was possible, wouldn't scientists have already done it?

So, I want to know your opinion on the matter, and please back up your answer with some logic, like science or even just common sense.

Scientists now think that because birds evolved from dinosaurs, all the DNA is still there and that they can possibly make a dinosaur by 'turning on' those genes. They've already made a chicken with teeth by just turning on the genes for teeth that chickens still have encoded in their DNA!
 
Probably Not For Another forty to seventy years considering we still get major defects when cloning regular animals. And On Top of that most DNA samples of the dinos are withered, incomplete, or...in the case of the mosquito... dilutted with the dna of other Dinos....

No, not necessarily, there's little old things called:

Money & ethics.

Getting the money and getting the ethical clearance to do something like that is probably as a big a hurdle as finding out how to do it in the first place.
