is it rash or bugs on my palms?

Hi, I'm a 16 year old girl. Good health, clean and fit. Recently my hands/palms have been itching. Today, I was playing outside with my brothers when they started itching again, beyond closer look, I noticed what they looked like. There on like, the pads of my hands and they look like underskin blisters, I mean there bumpy but not very but they look like blisters or clear black heads, but cannot be popped. If I itch them they start to burn and turn red. What is it?
 
could it be seed warts? my husband has seed warts on his hands, they are tiny little blistery looking places, and his hands will itch intensely.
