Is it possible to use Photoshop as a layout for a website? What's a good host?

You can make a website using photoshop and Adobe dreamweaver and upload it to your website, there isn't many other good programs like dreamweaver out there, your best bet it to look at some tutorials if you don't know how to use it fully.

I want to build a website for my business. I don't want to use templates provided by hosts. I want to personalize it. Can I make a layout on Photoshop and upload it to a host? Also, how would I upload it to the host if this is possible? If it isn't possible to make a layout in Photoshop for my website is there any good free programs instead of using Dreamweaver that I could use to upload to a host? I heard Dreamweaver is hard to upload to GoDaddy, does anyone recommend another cheap host that they haven't had problems with either uploading with Photoshop (if possible) and/or Dreamweaver?
Right now I have Telus (if you know what that is) as a really cheap website builder and I don't know how to input things like a layout, it only has templates.
Also I have a Macbook if that rules out anything.

If you can answer anything please help!
