Is it possible to put thinner wheels/tires on a hybrid/mountain bike?

My wife has a hybrid bike, but it has thick wheels -- 26x1.95. She was inquiring about the possibility of putting some thinner tires on it, nothing like a road bike, but maybe something in between. I believe she probably needs new wheels and everything, but can it be done? It would just have to be another 26 in wheel right? Or could we put some thinner tire on what is already there?

I'd head up to the local bike shop, but they can be pretentious and talk down to you, so I wanted to find out if this is possible before feeling like an idiot.
So she wouldn't need whole new wheels or anything? Just 26 x 1.5 tires or 26 x 1.25 tires and tubes?
 
You can get a high pressure 26 X 1.5 inch road tires for the bike. You will have to get new tubes also.

Edit:
You just need new tires and tubes. You can down to the size of the rim but no smaller. Stay with the decimal sizes the fractional sizes are a little different.
