Is it possible to make a profesional midi using C++ only or other programming language?

If so, what are the tools? thanks a lot! take a look at ghost and goblins (arcade version) looks like they did those orchestrated pieces entirely in binary! wow! it featured pitch bendind and modulation effects as well
