Yes, however you will need to think hard about a location like a park or on the beach something to keep the cost more affordable.
 
$500 toward the ceremony shouldn't be a problem since most clergy will charge below that amount, unless you plan a location ceremony other than your backyard, at which point you'll probably have to pay a site fee!
 
Depends on where you live. There are many many places around here that charged $500 or less for the ceremony, which included 1 hour rehearsal, one hour fot the actual ceremony, set up and take down of chairs. Many places that do receptions also do ceremonies, though a lot require the ceremony be done in the morning if you aren't doing the reception there as well.
 
I am in the same boat, and since I'm from Michigan, and I don't have a beautiful yard to have the ceremony, I searched Botanical gardens (Your State) or Rose Garden (your state) sometimes colleges and Universities have AMAZING gardens that they rent out for weddings and such. Yes of course!
Have it in a park and just donate some money to the pastor.
You would have to send out invitations, but yeah you should be able to easily get it done.
