Is it possible to fit 650c or 700c wheels on a 1970s bicycle that currently has 26 x 1..

...3/8 inch wheels? I don't know much about bicycles, and I've been looking around for the answer to this question. I recently bought a 1970s, 3-speed bicycle that currently has 26 x 1 3/8 inch wheels installed. I was wondering if it was possible to put 650c or 700c wheels on instead, and if so which would be a better fit?
